Kostadin Shishmanov ce7eabd031 dev-cpp/glibmm: backport const attribute patch to 2.66.8 ...

Backport the G_GNUC_CONST patch fixing miscompilations with GCC 16 and
newer.

The test suite passes without the additionally edited
glib/src/bytearray.hg, but I thought I should include it just in case.
