Sam James 3c15ab941e dev-util/libabigail: add 3.0 ...

For now, default-disable threads because it's not clear if elfutils[threads]
(which libabigail[threads] needs) is a good idea for us to default-enable on
*that* package (have asked upstream) until it is declared non-experimental.
