Sam James 87f721c456 dev-lang/swig: restrict tests again

They take quite a long time but they're also very brittle and automagically
run for different languages based on what is installed.

I did attempt improvements in ccf2eb2b7d but
it didn't prove enough. We didn't run tests at all until 1efa03e163
anyway.
