This commit adds support for building the
aarch64-unknown-none{,-softfloat} baremetal target to dev-lang/rust and
dev-lang/rust-bin.
In the interests of making this (hopefully) build everywhere, we've
added a pre-build check that ensures that a suitable aarch64 toolchain
is available - meaning any `arm64` toolchain, suitable LLVM (i.e.
llvm-core/llvm:${LLVM_SLOT}[llvm_targets_Aarch64], or a suitable
crossdev GCC) and should `die` early if it's not possible to build.
This should serve as a decent template for adding additional
USE-selectable toolchains to both the binary (rustup) and from-source
ebuilds.
