Alfred Wingate 1c701966bf dev-haskell/generically: fix uses of phases ...

Use the eclass default phase. Otherwise it skips the eclasses method to
use the updated cabal revisions.

Revbump out of caution as the phase does a lot.

cabal-mksetup is called in haskell-cabal_src_configure.
