Alfred Wingate 7fce08a574 dev-haskell/data-default-instances-containers: add upperbound to avoid breakage
The packages were split making this package unnecessary. Issue is that
this package is forced-rebuilt still without an upperbound.

Hackage website lists this <0.2 requirement as well.

Other data-default-* packages could also get this treatment but they are
not fully broken so fixing would require a revbump. Even so they would
be depcleaned afterwards as they aren't required by anything else.
