Ionen Wolkens dab52bb5de dev-cpp/simpleini: add 4.26 ...

wrt bug #956362, ConvertUTF.h was removed entirely from the upstream
package and changelog has migration notes for anything that was using
it (albeit in Gentoo we weren't installing it so nothing should break).
