Sam James 6d93362786 toolchain.eclass: wire up offloading for nvptx
'crossdev -t nvptx-none' creates a standalone cross-compiler which is needed
anyway, but by itself, it's less useful than offloading support within
host gcc, where GCC can choose to offload into that cross-compiler as
appropriate.

This could include amdgcn-amdhsa support in the future.

Matt Jolly 4fa8d71be3 www-client/chromium: do a better job of forcing Clang
When enabling the Rust eclass, we started directly using
`llvm-r1_pkg_setup`, assuming that this combination would be
sufficicent, however due to forcing `CC` (etc) to variations
on `${CHOST}-clang" _before_ calling `llvm-r1_pkg_setup`,
these would always be forced to the newest version in
`PATH` instead of the one matching `LLVM_SLOT` due to
the eclass fixing the version before doing any `PATH`
manipulation.

To ensure a consistent build environment, we will:

1. Explicitly include `-${LLVM_SLOT}` in `CC`, `CPP`, `CXX`
2. Set these variables (and `AR` and `NM`) after `llvm-r1_pkg_setup`
   has done its PATH manipulation.

Sv. Lockal 9f95083619 dev-debug/gdb: support for AMD GPU debugging via USE=rocm
This adds ability to debug AMD GPU code with recently added `dev-libs/rocdbgapi` library.
This feature was introduced in GDB 13 and documented at:
* https://sourceware.org/gdb/current/onlinedocs/gdb.html/AMD-GPU.html
* https://sourceware.org/git/?p=binutils-gdb.git;a=commit;h=18b4d0736bc570c6d2e3e5f6ebc2ad4617d93847

As described in binutils-gdb commit message, this feature requires `--enable-targets=all`,
and if no `--with-amd-dbgapi=yes/no` specified, it tries to probe for library
and enable if found (which is undesirable for Gentoo), therefore it is better to set this flag explicitly.

Sam James 2cfb62836b toolchain.eclass: wire up nvptx more
We need to handle nvptx* in CTARGET in a few more places so we propagate
that we're using newlib (which is obviously right but also means we don't
then fail when building libatomic b/c libg.a is missing).

Eli Schwartz 4350a2ad58 dev-util/ruff: add 0.8.0
Needs one backport to fix a test regression when not building with
debug.

I've also added an experimental dedup thing. One of the major issues
with rust is that cargo locks and requires all crates to be downloaded
offline, even if you're not using most of them because the crate
dependencies are Windows-specific. I haven't solved that, but I did
manage to remove about 40 of them by removing some workspace members
from the ruff monorepo that aren't actually part of the ruff binary in
any configuration (which means their dependencies don't need to be
locked, either). This has to be done before running pycargoebuild *and*
also done in the ebuild itself.
