For some reason the hash changed since I first bumped it yesterday.
But I didn't preserve the origianl tar.gz for comaprison to figure out why.

I have dropped the test use flag and code.
Upstream does not include all the files necessary to run the tests and says that it has little
interaction with other code, so integration tests are not needed.

This commit will be immediately reverted. The intention is to force the
mtime to be bumped causing the updated Manifest to be propagated to mirrors.
