dev-python/testscenarios: Use pytest to work-around broken code 
The code used for loading tests does not work anymore with Python 3.5's
unittest implementation.  Use pytest to run tests instead.

dev-python/pillow: fix test dependencies 
Some tests require imagemagick to be installed but, more importantly,
installed with the png USE flag. When imagemagick was installed without
the png use flag, those tests would run and fail.

dev-python/setuptools_scm: Improve test coverage 
Remove the silly logic attempting to selectively run tests based on USE
flags.  Instead, require complete dependency set and run all tests
except those we explicitly can't run because of network access.
