4435510add dev-embedded/rpi-eeprom: add 28.28 
- Update to release 28.28.

- Drop the `_p1` from ${PV}, assume it is the default.  Keep the
  functionality for the rare cases we need a _p2.

- Depend on >=sys-apps/flashrom-1.7.0 according to this comment in
  rpi-eeprom-update:
# upstream flashrom 1.4 - 1.6 may incorrectly erase chips when the probe
# reports "Unknown flash chip"

- In case an unpatched flashrom-1.7.0 does not recognize the flash
  chip, rpi-eeprom-update reverts to a staged update.

Also some common housekeeping:
- update SRC_URI to avoid permanent redirect
- use ${PN} in patch names
- drop tc-ld-disable-gold due to gold is no longer supported and pkgdev
  complains about the function. The package builds fine with mold and
  lld.

095fd4372c dev-embedded/sdcc: add 4.5.0 
Add version 4.5.0.  Sync live ebuild.

The build system for this package is a mess.  eautoreconf does not work
by default, there are multiple hacks to make it work.  I included
binutils in SRC_URI to copy two m4 files from there.  I could have
packaged them alone, but I assume most people already have it anyway.
Also looks a bit more secure this way.

ab4deaa5f8 dev-embedded/u-boot-tools: avoid Python entirely 
We could set DTC but then we still try to build some components,
but grepping for ENABLE_PYTHON, the only use is for dtc, and we get
that from dtc[python].

Just disable it.
