44a1ca9aba dev-cpp/aws-sdk-cpp: pass BUILD_ONLY to cmake 
By default, aws-sdk-cpp enables most services, which leads to very long
build times.  Pass -DBUILD_ONLY to cmake so only the required service
groups are built, making the enabled components configurable and
significantly reducing build time.

Upstream don't seem to tag releases. Check TLFLOAT_VERSION_{MAJOR,MINOR,PATCH}
in CMakeLists.txt. Reverse dependencies may need quite new versions so
we want PV to be accurate.

Update the version to match CMakeLists.txt so that we can put an accurate
dep in dev-libs/sleef matching its build system.
