sys-apps/lssbus: EAPI=8, compile flags fixes, cleanup

Browse Source 
- bump to EAPI=8
- pass correct CC, CFLAGS, LDFLAGS
- cleanup empty assignments

Tested on catbus devbox (since sparc only)
