Revert "dev-java/openjdk-bin: keyword 28_alpha16 for ~amd64"

This reverts commit c512ba09af.

I don't see why we want this keyworded. It is not an LTS release and
exposing alphas to users without some serious consideration doesn't seem
right to me at all.
