dev-python/python-magic: add Python 3.7, PyPy{,3}, fix tests.
* Tests didn't work with recent versions of file. Provide patches that
have been merged upstream.
* Fix dependencies, DEPEND=${DEPEND} was a typo.
* EAPI=7.
