Subject: [PATCH] app-i18n/uchardet: add 0.0.8_p20250825

ABI looking ok:

 *    ABI: libuchardet.so.0(64) func(+6)

There is one (minor) test that fails both here and in upstream's CI
but, looking at the upstream issue, it is the test itself that is
broken and not the code -- so it should be safe to skip it for now.
