dev-cpp/waylandpp: Depend on libglvnd rather than mesa[wayland]

I can find no evidence that this depends specifically on Mesa. It depends on
EGL/egl.h in one place, not counting the examples, which we don't build. You'll
probably need Mesa in practise, but leave that to the compositor.
